Unissued and probably sat in a box in the stores for years. It does happen with some items and condition is not always an indicator of age. Nice 50's lid, enjoy it.

I may be wrong as I am not a helmet collector but I believe this helmet is in such good condition because a large majority of Soviet items produced went in to storage.
