identifying Cap

I came across this hat cap at a local auction and thought it was cool. Not really sure what it is so if anyone has any insight I would greatly appreciate it. It has a red wax type diamond seal on the inside and has the number 58 below the wax diamond. I am not sure when this is from or even if it is a repro. Thanks in advance for your help.

I am pretty sure it is Russian.
There are a bunch of guys here that know this stuff much better than I do.

Probably from the 70's or 80's.

I believe the insignia is Russian militia vs army but I am not an expert with Russian hats. I did a little research on a ushanka with a similar badge and a few websites showed the star with the leaf cluster as a militia badge where as the regular army ones had plain stars.
