Need help identifying a hat, please

My partner & I have recently purchased this hat and would like to know more about it's history. Can anyone help as we don't seem to be having much luck.

There is a date shown on the top (in the design), which reads '29 XI 1943'

Close ups of the design are really neccessary for a constructive opinion to be formed i'm afraid.
The cap appears to be soviet, maybe to do with agriculture due to the corn stalks. Perhaps worn by a student at his/her degree presentation? A bit like a mortar board is worn on such occaisions in the western hemisphere.

Hi! National Emblem of the Socialist Federal Republic of Yugoslavia, represents a field of wheat ears framing. Ears are linked at the bottom of the tape on which is written the date «29 XI 1943». Between the tip of ears - a red five-pointed star. The middle of a field of six obliquely located flaming torches together into one flame.

Date on the tape refers to the day when the city of Jajce (serbsk. Јајце) held a historic 2-session vecha Anti-Fascist People's Liberation of Yugoslavia, in which decisions that have become pillars of the federal and the socialist fraternal association of peoples and nationalities of Yugoslavia.

Coat of Arms invented in 1943 well-known Belgrade painter George A. Kuhn, who after the war, Belgrade Academician of Academy of Fine Arts. Date 29.XI1943 added after the meeting AVNOYU, a coat of arms, after minor changes, was formally installed FPRY the Constitution, adopted in 1946. Interestingly, in the version of the emblem, adopted in 1946, it was shown five torches, symbolizing the brotherhood of five nations: Serbs, Croats, Slovenes, Macedonians and Montenegrins. Sixth torch, representing the Bosniaks, was added only 20 years later.
