I am skeptical of the inkstamp. The materials and construction appear to be late 40x/early 50X.

The star is postwar, but that does not mean much...

I would like to see how the the visor is attached.

As per the stamp - made in a factory named after 23th anniversary of October revolution. If so, the last seven weeks of 1940 could only be a time of manufacture.

I agree with Richie , the inkstamp is a fake and inside of the cap is reassembled .
