Actually not a fake and instead, a pure fantasy design. This one is sometimes erroneously described as "Justice" and/or "Penal Institution Administration" and/or "Forestry" and even "HJ". All quite academic though as to my knowledge, this design of eagle clutching a sword and with a swastika emblazoned breast, only appeared on a particular period group of circular officials buckles.
