My strong feeling is that this is a postwar Tokarev holster. It is very similar to Soviet Tokarev holsters of the 1940's and 50's, and China adopted the Tokarev (Chinese type 51) in 1951.
Edit; do a Google search for Chinese Tokarev holster, you get lots of matches including with the ammo pouch.
