The Tula 5 point star is a post civil war (1928 on ) Communist marking for the USSR. As Adrian stated it is marked with the Tsarist marking for the 1916 period.
PS -jtr1963 during which war was it captured by your relative? The Germans used captured Russian weapons in both World Wars and a 1916 example would have been an old one still to be in use by WW2 (although it could have been a souvenired WW1 example used by a German in WW2).
