Bolt/shroud look fairly standard, get the correct safety and try it. It's a possibility something has been modified/metal ground away to prevent the installation of the safety as part of the Deact procedure?
Your Mauser is practically identical to my -Fully Functional- Loewe-Produced 7mm Mauser 95 Short Rifle (Chilean Contract)...This shows the "Timelessness" of the trusted, reliable Mauser Bolt-Action Design...Here in the US, my -Shootable- 1895-produced rifle is considered an Antique and is free to purchase & ship without any paperwork involved at all, isn't even considered a Firearm anymore by ATF- Even though it Still Shoots, lol...But the M24, being produced after 1899 isn't considered an antique, and would require an FFL/Paperwork to buy/ship from a dealer...Even though it's basically the exact same rifle, lol...
