Weird SS (?) sign...

Hello!

A friend of mine has a German flare gun in his collection and I spotted that the waffen amps are a bit weird! Something like the eagle holding a heart in his talons... Can someone help me out on what this stamp stands for?

The mark is not an waffenamt , it's the proof mark of the Zella-Mehlis proof house post 1939.
