Apparently it was, the original was situated in Berlin --- I knew some of this from before but a few details are new to me as well, found out just now thanks to your posting of your example! I have an interest in this due to having one of the commissioned Wolff Hitler busts in my collection. According to several sources:
This plaque was duplicated and instituted as the official bronze portrait installed in public spaces, schools and official institutions throughout Nazi Germany, and was also duplicated and sold commercially to German citizens
Picked this up a few years ago. Nice detail as far as busts/plaques go, but a little scuffed. Has two screws in the back for mounting (to what and where it would have been displayed is a mystery to me) with one screw missing. It's relatively small too.
Sold in the commercial market for display in homes. There are many variations of this.
