Whatever its just an opinion.
It does appear to be a re-used army grain sack underneath. I'm not a furniture specialist, but if I had to take a wild guess I would not be surprised if this is of late 1940's or 1950's origin. It dosnt strike me as especially Art Deco, and its certainly not Bauhaus (the Nazi's didnt like Bauhaus at all) and I think it would be very difficult to ascertain that this was of Third Reich origin.
I agree, a supply-sack...how odd. From this day forward I will check underneath every chair I come across, lol...

Interesting but I would agree with the gents above someone has recycled an old bolt of cloth or possibly there was a surplus of these available early post war .
