Not III Reich probably a sign for an area that has gas vapors etc do to the no smoking and two man ventilation
unit.

It's a safety sign to be used outside a hazardous room/facility/area with both a risk of intoxication from gases or other airborne substances and a fire- and/or explosion hazard. The text translates as:
"Smoking and entry
with open flames
strictly prohibited!
Attention; second man!
Ventilate!"
The "second man" would appear to be a reminder for a rule that another person has to stand by to help/rescue the one entering the hazard area in case of emergency, perhaps by means of a lifeline worn by his colleague.
I don't think there is a way to tell whether such a sign was used in a military or civilian installation, but the latter seems more likely to me, with a use in industry or perhaps agriculture (for example, on a silo).
