These are going to be modern eastern European, the crackle finish is applied as a process of manufacture and not an indication of age at all. Then you have the combination of the Reich Adler with the crackle finish to boot and the 2nd example is beyond me but there are more than a few things to note on these. Pretty slick but fantasy none the less. Where did these come from? Do you have a photo of the rear of the 2nd plate??.

By the way, the design on the second plate is clearly "inspired" by the order that was awarded with the Deutscher Nationalpreis für Kunst und Wissenschaft.
