I have come across this Hermann Goering Painting by Willy Exner.

I am unsure of the exact size.

Does this look period?

Yes the dimensions are correct for a postcard - I take it that's what it is?

The framer named on the back is still in business - perhaps you could ask them if they can date the label on the back? (http://www.kutscher-gehr.de/)
