Saw it for sale on the WAF - looks to be a candle lite lantern used at St.Martins day when folks in Germany used these and the paper lanterns.

Personally I think it´s a Christmas decoration item. The folding design and the general sturdy design (meant to be stored and used year after year) is almost identical to the Christmas lights used in Finland at the same time period.

These items /Lanterns were used throughout the year various holidays/political events and at outdoor functions in the evening - guess Christmas would be one also when used.
