Has anyone ever seen a plaque like this before?

Another of my auction finds. The so called "military expert" auctioneer said it was from a beer hall. But he is often wrong.
I was just curious if any of you have any idea what it was for or from?

In any case, there's a Kriegsmarine (navy) connection. The abbreviation Krf.Ob.Mt. next to the men's names stands for Kraftfahrobermaat, i.e. a petty officer rank of the motor vehicle drivers' specialty.

The coat-of-arms is that for the Hessian city of Frankfurt am Main, whose name appears below.

Odd, what size is it? The eagle appears to be a late war Heer cap eagle with edge tab fixing. I wonder if this has been cobbled together from a few different items, Frankfurt plaque, Heer cap eagle and Naval paper work item.
