Has a WWI look to it with the colored enamel , could be a good one .
The colors are white and red didn't know if it has any meaning to it, with the name Burski could it be Polish?

The name could be Polish , but the ring is German .
Impossible with this pics.
Colours should be real glas enamel, the name should be hand engraved, there should be a die struck hallmark and the band oposite the plate should be rather thin and have a seam from soldering.
Similar patterns were in wwI period.
Far too blurry photos for anything like an accurate assessment....
