These pop up from time to time but I don’t see the purpose. Are these copies of original items that had a purpose? Where are these made?

It is a cast copy.
The eagle should have a hollow reverse and there should be mounting fittings for a stand.

Originals were made to sit on a desk.

You can find this style of eagle on internet auction sites, made in different forms solid back, hollow back, hanger hook, no hanger hook, hinged stand, no stand, maker marked & no maker mark ... even the so called original pieces have doubters as to the originality of them.
