It does look incomplete, at least we narrowed it down to what it might be. (I originally thought it came off of a plaque someone looted).

Some better pictures would help, looks like it might be brass based and maybe at one time black. You have the piece so be nice to see the whole thing.

Ooooohhhh, there is the bracket almost, and a back plate for a grill badge. Interesting, they actually made catalog propaganda pieces like this for pedal bikes so it was definitely done but any hope of finding a picture to lock it up is slim.
