It is not an original Third Reich era item. It is a modern fantasy piece. The basic design is copied from an SS Officers belt buckle.

As Ade says, not a period item but you have an interesting paperweight.
This sort of item crops up occasionally in various guises, maybe sporting an Iron Cross or other award, sometimes with a more political theme.
