NSDAP Funeral Sash or large Ribbon

My picker sold this to me yesterday, I believe it is for a Wreath or Coffin, I do not know the correct term for this.
Can anyone tell me what is written on it in silver letters?

Any other info would be great.. I found a makers mark on the reverse, however it was difficult to photograph.

Just a Question, if this is NSDAP is it pre-war? or can you explain why this would be NSDAP rather than "Army"
Perhaps I am not asking the question properly. Would this be for a Civilian NSDAP Member?

It says NSDAP Ortsgruppe on it. That's the 'sender' if you will. The adresse was the cold one and that could be anyone- Party, Army or Civilian.
I don't think there is a way to definitely date it to pre or wartime if original.
