My opinion is that it is period item and a common souvenir like there were many items like it (with Eiffel tower, Arc de Triumpf etc.). In 1940 occupation of France was like a tourist trip for Germans, just look hove many picture are taken from this campaign. And how few there are pictures from the Ostfront from 1944 when things were not going so well any more.
Maybe such items were also faked after WWII but I do not see actually any point to fake it. What will sell - only the year 1940?
