Reichsnährstand Metal Sign

I wonder is anyone knows the purpose of this metal sign?

As you can see, it was issued by the Reichsnährstand Landesbauernschaft for Bayern, so has a function relating to farming and food production. These were also produced in different colours and with different roman numerals (I, II, III…). As to the finish, it seems to me that it is painted rather than having the glossy finish of enamel – it hasn’t splintered around the fixing holes like a enamel sign would have done.

Do you know what the different colours and numerals signify? Sadly I don't have images of the others (the dealer had several different ones on sale at the same time) but certainly remember this feature.

The numbers indicate the "Region" - I would guess that the colors relate to the "Lander" / Kries
