Sanitäter/ Arzt painting

Hello all,
appreciate any help with identification of the painter and / or the man on the portrait it self.
Don't hesitate to ask any question.
To me the signature on the painting reads; H.Carls, but I can't find any info under that name.
The word Sennelager would mean; "training camp", so I could find.
The handwriting in pencil at the back is also a mistery to me...
At the momment, due to a other forum, all we have is;

Heinz Car.. Nieder Wen.. ueber Ha..

Sennelager is a place. Near Paderborn. Was a big base for the British Army of the Rhine in post war West Germany. Still in use today.

It reads: Heinz Carls, Nieder-Wengern über Hattingen/Ruhr. The term "über" in this means that the village has no own post office. (It's not far from me, maybe 15 km)
