Possibly to mark the Home coming of Volksdeutsche in 1940!..

I always assumed that the central motif was a flaming bomb, hence something to to with the Artillery and the word homecoming I also tranlated.
But as to what it is for, I am also in the dark.
Mine below, and is my rendition of the first two word correct? Oh, and it seems to be zinc that may have lost its finish.

Pirmasens is a city in the Saarland, so i would translate it all in all "homecoming of Pirmasens".
Makes no sence for me in 1940.....and such swastika????
I real don`t know what i should think.

The residents of Pirmasens were evacuated in 1939 due to the proximity of the French border, after France had been invaded in 1940 they returned home to Pirmasens!...
