That is a Kripo adler (Kriminalpolizei/criminal police).

The eagle was used since October 1933 and was in use by the police
and the German state. Replaced in 1936.
This person "Schiedsmann" was confirmed by a judicial authority. He
was a state authority who settled and/or arranged extrajudicial (even
privately) settlements by agreement from private civil claims (attempts
at reconciliation ) and judicial disputes. I hope I did explain this in my
best English.
He normally did not fall under the command of the police. In 1936 the
eagle changed into the form for state.
In my book about wall plaques this type of wall plaque, as well as the 1936
version, is covered with the pages 357 and 358.
