Wolfgang Willrich copy-Who is this?

My wife picked up this pencil drawing at an estate sale recently. She liked the picture and when she showed it to me, I thought it looked very similar to a Bruno Brauer post card I have. I looked up Willrich on Google images and found the same picture, but I can't find who this person is. The picture was drawn in 1940 so a year after the date on Willrichs and the artist signed it but I can't make out the name. Any idea who this is? I guess it might be from Germany since it's dated 1940 and maybe someone copied a popular print at the time?

It's a portrait of Dr. Ernst Neumann, the Memel German activist.
