identification of a man in a prewar foto

Hi Gentlemen.
My son has sent me this photo.
It was taken during the Genebre Conference of Disarmament in 1932/33.
I recognize Goebbels sitting in the middle, but I want to know who is the man with the red cross. I would also appreciate any other information about other people you can identify in this group photo.

Offhand, I can't ID the X-Man (and I'm terribly bad with faces, anyway), but I can help you with three others:

The bearded man third form right holding the documents is Karl Hanke.

Left of Goebbels (i.e. to his right) is Konstantin von Neurath. Right of Goebbels (i.e. to his left), wearing a bow tie, is Friedrich von Keller.
