I cannot say too much... it seems to be a call to arms order from WW2.
The text: The present order is intended to serve for officers and army troupes... The remaining order...which is meant to be attached to the soldier's record...
The proof is going to be returned to the centre of the troupes...

This papers was belonged to the soldier from Geb Jag "Prinz Eugen" division, who's remains was found in Estonia in Tannenberg line. His body is reburried in German cementry in Narva. And looks like there is a town name too?

It was nothing, Dimas. I'm sure you know, lots of Germans from Banat and Ardeal regions of Romania, were in that division.

I've heard that not all the peoples served in Prinz Eugen has understand German

Many Ethnic Germans from Banat and Siebenburgen came via Prinz Eugen to the Nordland Division and were lost at Narva,
