that guy with a Bent Bayonet is not Russian regulation , is it?
The bent M91/30 bayonet must be the result of either use or an accident. They were not issued like that!

This picture says it is 1930, but the helmet is the model 36, and the rifles are most likely SVT-38s, so it is more likely 1938, or 39.

They were not effective, because of the method of training.
They were trained to eat, IE be fed, under tanks, but the training took place behind Soviet lines, and was generally done with T-34s. When released at the front, the dogs sought out the T-34s by smell, and this was not a very popular thing with Red Army tankers, to get attacked by your own dog mines.
