The profile is that of the Bolzhevik leader Sergei Mironovich Kirov (see: Sergey Kirov - Wikipedia, the free encyclopedia ). 1886 and 1934 are the years of his birth and death, respectively.
As for what it is exactly, I cannot tell; but it would appear to be some kind of commemorative badge.
