Decals are definitely fake.
As for the shell, i haven't studied these much, but I would guess its a poor Chinese copy from the looks of it.

The fact that there is rust only in the stampings already seems kind of odd doesn't it, usually that's the place where you will end up keeping most of the paint.. and also dirt, but the lot number kind of seems like they added it after painting, overall seems like a Chinese repro, very similar to one I have for reenacting, that one also had no markings.
