Yes, I think they're quite rare to find these days. They are not the normal 9mm Parabellum round, they are the Mauser 9mm 'Export' long cartridge used in the some C.96 'Broomhandle' Mausers. From the label, yours were produced just prior to the war starting and are probably commercially-sold ; wartime boxes have a different style of label and more usually copper-jacketed rounds.

I have used thousands in my old c96. Those days they were plentyful.
