Breast Eagle

I dont know if this is a breast or cap Eagle ?

Die struck aluminum, marked "1 GES. GESCH." on the reverse in raised text. All 3 prongs are intact
Ges.Gesch is short for " "Gesetzlich Geschützt" " which translates "legally protected"...as in the design is protected by law, or "patent pending".
Makers mark: 1 GES.GESCH
Could it be Wehrmacht summer metal tunic breast eagle (cyrillic), or do anyone have more info

This emblem was worn on the caps of WWI veterans during WWII.
