Hello, I have answer from Dr Seeger, a specialist for army optiks.
His estimate is that this box was made 1930's ,maybe for export during WWII. It is a military.

Hi, it looks like the carrying case for a Richtkries (Rkr). The Rkr were optic devices used on top of tripod assemblies by surveyors for artillery units to establish ranges for the guns to fire upon.
It might be NVA since the snap button style looks like post war. Does the case have a metal spindle inside?
