Cover for signal flares on the leg

Unlike any I have seen before, though the fabric and construction method appears correct... just very fiddly (in the double-buckle closure), when compared with the more usual style. Granted, many privately purchased variants existed, but this seems more like a ‘foreign’ model perhaps, than German. Might still be period, though.
I’d wait for more enlightened response than mine...
