diamond flashlight - miltary or?

Is this german flash light military model as I think? becouse there is inscription inside which says "1940 Varna"(it's is my town).. the colour looks military?But inscription has make me thinking about railway use - here such a flashlight still used at some small railway station for signals to the railway driver, afcourse most of them are postwar production.
But as Bulgarians were suplied till WW2 mainly from Germany with any kind of equipment a lot of such items were used in noncombat services, and then stay in use ...for long time
