Unless I am mistaken mate, that is a WW2 German hand held Radio/Telephone cable drum.
(theres one shown on page 104 of German Soldiers of World War Two from Histoire & Collections)

I agree with Jimpy, have seen one of these before, and there is one in the Australian War Memorial as part of a display of a 88mm Flak gun!

This is a hand-held cable reel and the two thingies looking like two big fishing hooks are,you've guesed that,hooks that were hung from trees or other supports to hold the cables!
