    Just spitballing her but could it be a type of sextant? Possibly for night time navigation (glass ball acting like a prisim picking up low light from stars broadcasting it towards directional coordinants?) I do think it is sensitive to movement only because of the two attachment base mounts could be cushioning between the two plates absorb shock / movement and not disturb calibration. But again simply a guess. If there were a makers mark or manufacturer stamp on it anywhere I d bet you can find out for sure.

    Hi, Pretty sure that this is a metereological instrument a Solar radiation instrument used for recording the amount of daily sunshine.

    Can imagine it being used during " Macbeth " Hubble bubble toil and trouble etc.....on the serious side though definitely marine never seen anything like it but really cool will ask around
