    Being "FL" numbered it is Luftwaffe. This is a part only and not a full set.

    I don't think it's a radio in itself either. It looks like some kind variable power supply or voltage/current regulator or something. Whatever it is would be written on the labels, and if i could read them I'm sure it would be obvious.

    On the main label it says

    E?????gerät (???? Equipment)
    Max ??? ???-Cells
    Max ??? Amps
    Max ??? Ohms

    The slider on the right has a label that says "Mehr ????" (More something)

    Any chance of better pictures of the labelling?

    It says Entladegerät, which would be a Discharging Unit for a maximum of 12 Bleizellen (Lead cells), i.e. a rechargable battery of 12 cells.

    Judging by the circuit diagram, it is basically a variable resistor (presumably 0-32 Ohms) which is connected directly across the battery, with two meters to monitor voltage and current.

    I'm trying to think of a likely application for it, but that's what it, physically, is. It could well be used as a manual current/voltage regulator...

    Interesting gadget! I like this kind of stuff, but sadly know very little about these. I'm sure an electrician who reads German on the forum will help if one exists!
