It is for dusting and cleaning uniforms.
Many folks mistakenly think they are torture devices. They are not.
Doesn't look anywhere near old enough to me. I have seen original pieces in museums and they never looked like this item. A well known website recently offered a "Gestapo whip" for sale (not cheap either) and added a nice story about it recently being found in a Polish police station's basement. Indeed...
When I was a kid, my parents made one of those from a broom handle and a wide strip of leather cut into strands....it didn't help. lol William
