hand held sirens

A newbie, here.

I am researching hand crank sirens, like the type that a Jersey member posted on this forum a few years ago. (German hand held siren from Jersey, Channel Islands.) Does anyone know about the history of the manufacturers? For Germany, I see Helin and Mende. I suppose these sirens were part of a soldier's kit, to be able to warn civilians of upcoming air raids? Or would they have been for home use by civilians themselves?
