Kriegsmarine whistle ?

Hi,
during WW2, my city was a base for italian submarine, my father worked in this base and he told me that sometimes some German submarines were standing here. Well, when this base was closed there was many Italian royal navy material, advanced in the store. My father found this whistle, now I have found again in his home.
It was oxidized and I have cleaned and polished it! But I discovered that it is not o Italian royal navy, can be from kriegsmarine? In youe opinion what mean number 47 of brass label?
