What makes you think this is German? The only other mention I could find is here: Unidentified Flags or Ensigns (2004) number 04-16, where he claims he saw "I've seen a flag, hoisted on a big motorboat, in the Netherlands. It's a black flag, with a yellow rectangle in the middle". The only Dutch flag could be the pre 1920 den Haag flag, which was also black and yellow. Other than that I'm lost.
