I'd quess that it is a detonator fuse wrench.
Hi,
I believe this is German and for use with horses. Such wrench type tools were carried by mounted troops etc and were used to scrape bits of rubbish from the hoove's of the horse and also to tighten the fixing bolts holding the shoes on the horse. I am fairly sure that is what this item is but await correction by those who know more than I do.

They are I believe studs screwed into the horse shoe to give the horse more grip in icy conditions, so my thoughts on the wrench being for a horse seem to be more or less correct. But there is a chance I am totally incorrect and await further info.

Damian is, indeed, correct. These are Ice studs for horse shoes, and that is the tool to apply them. An interesting find.
