Looks very much like a bicycle lamp to me... on a sprung mount to absorb shocks from a bumpy road.
Anything more I cannot say, without more detailed photographs.
Is there a maker’s mark?
You may even find a clue to nationality on the lightbulb itself (but by no means a guarantee, as it may well be a replacement anyway).

there is no marker.
But its a bicycle lamp. on internet ive seen a lamp from "Diamon".
I ´think 1930
