    Hello,
    07/13 means adopted in 1907 and modified in 1913.
    The pattern is WWI, but this one is from the TR era for political or paramilitay organisations...
    some other european countries did use similar design for their haversack...

    You're welcome...
    This said i hope that someone who knows his "political/paramilitay/auxiliary services" stuff will chime in to confirm or not what i wrote. This is not really in my field of knowledge, but these deep black leather and grey cloth remind me some DRK items seen in the past.
