Unknown whistle, any thoughts?

Article about: Bought this a few years back with some other stuff, claimed to be HJ or maybe officers, but I have no real idea and it might be a bit of curtain cord and an old whistle. Any help or opinions

    Bought this a few years back with some other stuff, claimed to be HJ or maybe officers, but I have no real idea and it might be a bit of curtain cord and an old whistle.

    Any help or opinions would be greatly appreciated, but it only cost a few quid, so no problem if it is not military related, as I carry it with me when I go hillwalking.
