The mesh vents sort of defeat the purpose of the goggles from a dust point of view.
And the eyelets... never seen that before?
So I'm thinking protection for an industrial application with the eyelets for attaching a face shield.

Could be early tankers' goggles. I know that the British WWI tankers had similar goggles to protect their eyes from metal splinters, etc. Then again, they could be early 20th Century industrial goggles and nothing to do with the military.
