Is the black over the white or vise versa Fabe?

I can't tell for sure - it seems the white is on top...I only have these seller's pics.
(asking price is around 90 USD - if I convert it from Hungarian money)
Hard to tell from the quality of pictures. But...my observation. It almost looks like some type of oxidation (like zinc pest).
Also, I'm not seeing any white "paint" in the nooks and crannies. Which is where I would expect to see some remaining paint.

If it is heavy oxydation, then the metal can very well be damaged. Approach with caution!
The only place I actually can see pai t is in the last picture of the hook. The other pics may be paint but I can't tell. In hand is needed or under magnification
